Smear. It's an ugly word for an ugly act. Harry Reid is giving us a textbook example of it.
First, throw out an unsubstantiated accusation. When challenged to support it, say that it's something you heard from a reliable source that you can't name. Then, when challenged further, say that you don't know if it's true, but it's something that people are saying. Then, put the person you've accused in the position of having to disprove what you've said.
Remember, Harry Reid has produced no evidence whatsoever, other than his word, based on something he allegedly heard, that Mitt Romney has paid no taxes. Suppose I said that I'd heard Harry Reid abused children. I can't tell you where I heard it, but it's something people are saying. He should come out and disprove it.
