People have been complaining for years about Congress passing bills that no one has read. They've been complaining, but no one has done anything. And no one will continue to do anything. This is the way twenty-first century government is. The solution to passing two thousand page bills that no one has read is not to force people to read them. It's to have a government small enough that no one ever thinks to propose two thousand page bills.
Good luck with that, too.
