Sen. Johnson is exactly right. It's always the case in politics that you're either playing offense or playing defense. You can't score points when you're playing defense, no matter how good your defense is. You can't even move forward. The only time you can move forward, much less score, is when you're on offense.
Unfortunately, Congressional Republicans don't have a good track record of playing offense. They're usually not inclined to do it, and even when they are, they don't seem to know how. I hope they can do it this time, but I'm not terribly hopeful.
